The first move after the tool change routine is Z0.2. The next move is then plunging below the top of the stock Z-0.1264. Looks like the CAM software is causing this or this file has been modified. How did you make this file?

To capture that detail, you may need to turn that P value after the G64 down. Right now its rounding over corners up to 0.010 of an inch. There is a special section on the wiki that describes G64 in detail.
